The BBC do use a consistent naming scheme, you're just not understanding the scheme. Scotland has their own devolved NHS, and track their own health statistics. Scotland not being mentioned is because the Hepatitis C Trust were talking about England's Hep C numbers, it wasn't an intentional slight on Scotland.
