They want them, but the environment they've shepherded or (more commonly) been swept along with, isn't conducive to having them.

The purpose of a system is what it does. Right now, the system makes it really hard to keep stable work, at high enough pay to either stay with the kids and raise them, or else afford daycare to raise them part-time for you; maintain a safe environment, starter home, all that.

So it goes. One way or another, we've built/voted-in/stumbled-into a system where the younger generations shouldn't have kids now, possibly ever, unless a drastic correction happens to improve the trajectories of their lives.
