Given that this is a State Department initiative and that USAID has been folded into the State department: This looks more like a focused effort to increase foreign freedom of speech, as long as it is pro US. That was one of the previous tasks of USAID, which was used for foreign influence (aka regime change) operations. | ||||||||||||||||||||
