At this point it's pretty clear that the path to (meaningful) self improvement is almost certainly not subject to meaningful centralized control -- by "meaningful" I just mean the degree to which anyone has achieved it, that capability is 100% replicable and the cost for replication of that capability goes down in the future from now.
