Because Shahed 131/136 are large, way larger than surveillance drone/quadcopter. We are talking 2-3m wingspans and 130-200kg launch mass.

One other reason, Shahed drones are preprogrammed with their target, they're not being flown by an operator who can quickly change their course. They're basically a cruise missile with propellers.
