Even the CHIPS Act and the first Big Fund were $52B and $20B in size respectively, and both Samsung [0] and the Taiwanese Government [1] have begun training programs in India specifically for device physics and fabrication. Taiwan is also sponsoring Indian to take training fellowships in semiconductor fabrication [2].
