Additionally the Federal Department for Media Harmful to Young Persons could review the film and place it on the index of restricted media—which still wouldn't constitute censorship, as adults would still be permitted to watch it; it simply could not be openly advertised or sold. It could also be confiscated; that is the point at which one could speak of censorship.
