He likely does not have the domain knowledge nor is authorized to be the recipient of such a letter.

And that's ok. His role is to hire others competent in export matters. It's a learning experience for them.

One of the contributing factors that led to this control in the first place was that the commerce department couldn't get Dario on a call immediately: "Then White House started reaching out to Anthropic to speak with Dario Amodei, who was at a wellness retreat....
