You're missing the point. There shouldn't be any capital requirement just to get liability protections. No one is forcing counterparties to accept liabilities.

		clearly german regulators and/or voters disagree, as is their right nevertheless it is very easy to start a business, and this man is complaining about an entirely separate problem (it is difficult to create and incorporate two shell companies)
