Is there a way to read these articles without creating a subscription? This is the second 404media post to make the front page in the last day, and I don't understand if the commenters here actually happen to be subscribers and can read the article, if there's a way to read it without subscribing (none is posted in the comments, which is unusual for paywalled articles), or if they're just commenting without having read it.

There aren't 20M valid targets for deportation there are around 12M if you add in wrong addresses there are more invalid targets than valid.
