So, per the link the Israeli official took responsibility for approving to sell a technology to a European company which afterwards sold it to China, then he resigned and travelles to the US to take personal responsibility and apologize. I agree this is worrying, yet you can't paint Israel for doing so, particularly on a regular basis.
