Because you also cannot counsel anyone on how to rob a house, or steal a car, or commit arson. You can teach them how to start a fire, and fire safety rules for the home, and you can teach them how to secure their cars and point out common vulnerabilities, but you can't actually counsel people on how to commit a crime or do something illegal.
