Does this, not just this law but in general, whichever law is targeting the VPNs, are they trying to target just the commercial VPNs or just any VPNs, like self-hosted ones where you rent your own server and then run the WireGuard there? | ||||||||

Archive of the Utah specific bill they link to [1] as the site did not respond for me and I am not far from it. This includes providing instructions on how to use a VPN or providing the means to circumvent geofencing. So I guess SSH forwarding and simple proxies are out of the question.
