Corporations are sucking down tons of water at sweetheart deal prices while residents face fines, rate increases, and water restrictions while the locality is mismanaging resources and knee-jerk proposing an unaffordable solution before trying others.

The city officials are really in a mess aren't they?

  multi-billion dollar chemical plants, refineries and other industrial facilities operated by some of the biggest companies in the world
aren't going to give up a drop of water if they can help it. But notice also the comments from pretty much everyone interviewed in TFA, "we share everyone's concerns about the water shortage but someone else will have to make cuts, not us". It's like watching a train crash in slow motion, one freeze frame at a time. You know how it'll end, but everyone is sitting there waiting for someone else to blink first.
