I have worked on things like PSD2, a well oiled government-led machine that just works. There are some dysfunctional things, then there are things working perfectly fine.

		Credit where credit is due, I think the strong centralization of the EU administration has made for better pan-European requirements and software. Sometimes the perfectness of the product is less important than the fact that there was one opinionated decider.
