"Terrorism" is inherently a subjective, ideological label, just a vaguely threatening name for the Big Other. A classic in the genre, along with "Red Menace", "Yellow Peril", "Rogue State" etc etc. The Iranian version of this propaganda technique is the "Great Satan".
