Is it? What about Autohotkey, or Visual Studio?

Two very different solutions. Autohotkey is a scripting language for specific tasks, while Delphi is unbounded in this sense. And Visual Studio has no RAD concept.

Visual Studio has WinForms, which is pretty RAD.
