The problem with this narrative is that Gaza was not occupied. Israel completely withdrew from Gaza in 2005:

So the framing here is just completely wrong.

Given the west bank was occupied from Jordan and Gaza was occupied from Egypt and given those countries do not want their territory back and given these were all part of the Mandate of Palestine originally and taken by force in 1948 the legal situation is even more complex.
