It's not really isolation but exclusion. Push all risks as far away from you as possible.

		Well a risk has an abstract level and is either increasing or decreasing. You can look at your risk profile over time and work out how to define policy going forwards. It takes a long time to make changes at country level. US is medium risk and increasing rapidly. Run away quickly.
