Illegal according to whom? The servers are usually located in places where things such as sharing music, copyrighted or not under U.S. law, is not illegal.

		Providers who go out of their way to avoid KYC tend to attract the types of customers who do things that are illegal in any country. Not all of the people who want to avoid KYC are doing something illegal ... but all of the people who are doing something illegal are looking for a no-KYC provider.
