Not having a convenient package manager doesn't mean you don't need the functionality that's otherwise offered by third-party packages, it just means that you either need other means to obtain those third-party packages (usually reducing the visibility this dependency!) or implement them yourself (sometimes this is good, but sometimes this can also be very bad for security.
