Without over-doing it, as a non-american, not resident in the USA, It is so very tempting to say "a problem of your making" -but in truth, we all have a slice of this because the tendency to conduct state policy by mis-truths in the media is all-pervasive.

So yes. This is a problem rooted in the USA. But it is still a problem, and it's a problem for everyone, everywhere, all the time.
