Working remotely is a privilege. I very much dislike office work and I'm much more productive working remotely. I don't want to lose that perk, that's what keeps me motivated. The talent you need to look for is those people, those who realize that in order to keep working remotely, they need to keep being productive, disciplined and self-motivated. Send everyone else to an office job.
