Yes-ish. Don't get too focused on either the "tech" or "economy" parts - when people get really angry, at scale, it's mostly an "us vs. them" thing.

Beyond that - angry people care far more about easy targets than about careful IFF. And are easily pointed at targets, by folks who know how to lead an angry mob.
