The quotes selected from the WaPo article and featured on this page made me groan. I would immediately discount any educator who claimed they couldn't engage students without WiFi and interactive math videos from a vendor.

The comments at the bottom of the page pointing out how lame the educator's excuses are were the first sign that not everyone was taught by a Chromebook.
