They aren't old. They were passed this century—because, in democratic countries, they were politically radioactive until the 9/11 attacks allowed the Intelligence Community to get its wishlist passed into law. Enabling everyone to skirt around it completely would be in effect a return to the state of affairs that prevailed throughout the entire 20th century, and that would probably be a good tradeoff. |
