Do you think family relations between the ceos is a factor or thats not rlevant?

I don't think it matters really, this is a thing happening at all levels in US corporations, it's like an organized mob, and the godfather being the US government itself, as it's the primary beneficiary, just look at the Boeing "accidents" for whistleblowers, that should be all the evidence anyone needs.
