Am I the only one whose been so desensitized to these that (outside of the breach vector) they barely register anymore?

Is there any company that actually protects the data that they mandate we give them?

But I was told "Data is the new oil', I guess that includes minimal penalties for spills.

BP et al paid “the largest environmental damage settlement in United States history – $20.8 billion – on April 4, 2016” [1].

The damage from oil spills can be clearly quantified and directly attributed. We don’t have that evidence of harms from such breaches.

This is extra funny because Farmers has buildings of actuaries who could produce excellent estimates as to the risk and expense.
