Responding to that risk, Section 3.2 of [UNICODE] recommends dealing with ill-formed byte sequences by signaling an error or replacing problematic code points, ideally with "�" (U+FFFD, REPLACEMENT CHARACTER).” I would almost always go for “signaling an error”. |
