Just to add to this, a lot of those businesses in those industries are NOT in "IT", and have awful Operational Technology networks and security, yet their business as a chemical supplier, or shipping company, or finished materials producer, or even a small regional ISP is both "critical" to the country, and yet lucky to even have a handful of staff looking at "IT" or security.
