The three known interstellar object to pass through the solar system were 1I/ʻOumuamua, 2I/Borisov and now 3I/ATLAS. Did he give Borisov this treatment? It seems not, so then the answer is "no, only about two thirds of them". | ||||||||

Seems like it, why not. The paper says it is provided as a guide for future interstellar object. |
