The question was if you believe the hiring process is excluding the other groups. Another way of asking that is, are similarly qualified people from the other groups applying in sufficient number? Would they have been hired if they had?

		Why? Earlier you stated that you don't see them represented in the workforce but that doesn't necessarily imply exclusion by the party doing the hiring. Given what the labor market for dev is like I feel that attributing observations to blatant discrimination should require extensive direct evidence.
