I'd say, if we want to reduce casualties, give nukes to everyone. Wars of aggression would disappear pretty quickly if mutually assured destruction was just as true for small and weak countries as large and powerful ones. A lot of money and manpower wasted on conventional military stuff could also be redirected into productive endeavors.
