NYC, San Francisco, Chicago, Boston, and hundreds of other US cities have combined sewer systems where there is no distinction between sanitary and storm flows. A very significant fraction of the country’s population lives in such cities. Their downsides are well understood but the cost of retrofitting is so prohibitive as to be impossible.
